Dr. Deborah Montgomery

Deborah Montgomery, Chief Executive Officer

For almost twenty years, Deborah has been successfully writing grants for public and private non-profit agencies. She specializes in education and professional development-targeted grants as well as grants for public health organizations.

Deborah holds several post-secondary degrees and educational training experiences that have prepared her for working in a field that requires knowledge of grants and government contracts. Most relevant, she holds a Bachelors Degree in Political Science from the California State University of Bakersfield as well as a Masters Degree in Business Administration and Doctorate Degree in Law. Before joining Resource Associates, Deborah worked as the Director of Development for Ebony Counseling and Health Center of Bakersfield California as well as the Grants Administrator for Farmington Municipal Schools. She also spent several years teaching grant writing and social science courses as a faculty member of San Joaquin College (and of several California State University campuses). Deborah has been awarded well over $60 million in the grants that she has written during the past several years for Resource Associates and is nationally recognized as an expert in grant proposal development. Deborah is a strong leader who is responsible for managing the company’s quality control services and administrative staff.

Debbie Oftedal

Debbie Oftedal, Chief Financial Officer

Debbie has more than twenty-five years experience in the nonprofit sector serving in various roles in different types of nonprofit organizations, including as the Executive Director of the Arthritis Association Adaptive Aquatics Center and Program Development Coordinator of Kern Regional Center for Individuals with Developmental Disabilities.

Debbie has been writing foundation and government grants since 1992 and has been awarded hundreds of thousands of dollars in grants for programmatic, operational, multi-cultural, and large equipment purchases in the areas of health, nutrition, child safety, recreation, afterschool and weekend educational programs, and film. Debbie has additionally served her local nonprofit community as chairperson and treasurer of a number of boards overseeing programs for youth, recreation, and people with disabilities. Debbie brings with her work experience and training including nonprofit fundraising, capital campaigns, human resources management, staff development and supervision, board development, administration, financial management, grant research, grant writing and management, program development, collaborative partnership building, and conference coordination. Debbie also spent a number of years working in the banking industry where she wrote bank policies, managed letter of credit portfolios, coordinated collections, and developed bank-wide financial and statistical reports for a 23-branch bank. In her current capacity as Chief Financial Officer of Resource Associates, Debbie primarily oversees the financial well being of Resource Associates and its affiliate companies as well as human resources and department heads. Debbie holds a Bachelor of Science Degree in Sociology from the University of California (Santa Barbara) and has completed extensive graduate work in education at Cal State University (Bakersfield).

Marissa Berg

Marissa Berg, Quality Control Manager

As Resource Associates’ Quality Control Manager, Ms. Berg monitors and coordinates the grant proposal development and submission process. Her goal is to assist and monitor Resource Associates’ grant writing process and ensure that all grants are of the highest quality and have the highest likelihood of award.

She utilizes her experience working with community based organizations and government entities and a Bachelor’s of Science Degree in Journalism from one of the west coast’s most prestigious universities, Cal Poly San Luis Obispo.

John Nawrocki

John Nawrocki, Business Development Manager

John leads Resource Associates’ consulting team and responds to RFP’s and RFQ’s for grant related services. He works with many of our new clients to advise them of the best course of action to achieve their funding goals and acts as the client’s point of contact throughout their relationship with Resource Associates.

John honestly and realistically assesses our client’s suitability for various funding opportunities, makes recommendations and provides guidance throughout the grant writing process. Since starting with Resource Associates in 2009, John has been directly involved in over 70 funded grants totaling over $68 million in funding for nonprofit and public agencies.

John taught classes in Composition Fundamentals and College Composition at Colorado State University where he holds a Bachelor’s Degree in English. He further completed the coursework for a Master’s in Literature at the university. After a successful term in the US Army, John spent a number of years as a Publications Manager at Integrity Publishing, a publisher of custom client-driven magazines showcasing Charitable Foundations, Chambers of Commerce, and Visitors Bureaus and has extensive corporate and major account management experience working with companies such as the Avis/Budget Group, Cingular Wireless and Canon Business Solutions.


Rachel Nawrocki

Rachel Nawrocki, Funding Research Manager

Rachel brings over 17 years of administrative and project management experience to Resource Associate’s Research Department. With expertise in many areas of nonprofit development and capacity building, Rachel sifts through funding announcements for hundreds of grant programs each month, assessing competitiveness, compatibility and capacity, and provides this information to our clients using our Grant Alerts System.

Rachel creates both one-time, customized research reports, as well as monthly research reports for retainer-based clients. Rachel also travels to training events centered on grants research and identification, and provides invaluable support to Resource Associates’ Outreach Team. She further acts as our in-house nonprofit development specialist, assisting organizations across the country in securing their Federal Tax Exempt status. She has served as the Vice President and Director of Cultural Resources Management Consultants and holds a Bachelor of Science Degree in Environmental Science and Biology.

Scott Hyland

Scott Hyland, Outreach Associate

Scott is a member of Resource Associates’ outreach and consulting team, where his focus is to match clients with the most appropriate funding opportunities and to provide options and strategic guidance to meet their funding goals. He acts as a project manager and lead point of contact throughout their quest for funding and relationship with Resource Associates.

Scott joined the Resource Associates’ team in 2011 and has been directly involved in dozens of awarded grants totaling tens of millions of dollars in funding for nonprofit and public agencies. Scott graduated from Eastern Michigan University in 2001, where he earned a Bachelor’s Degree in Business Management. After college, he and his wife moved to Denver, Colorado where he has built an extensive resume in corporate, government, and major account management in his previous work with companies such as Canon Business Solutions, Thermo-Fisher/SMC, and Decision Display.

Gil Schmidt

Gil has been a grant writer for almost 20 years, bolstered by a variety of other professional experiences. As a business consultant, he worked with Fortune 500 companies in the US and Latin America, but eventually focused on planning, financing, and marketing of start-ups for global markets. As a speaker, Gil zeroed in on topics such as creative problem-solving, communication, and focusing on processes. His published fiction (over 20 books and counting) give him a strong narrative focus in his grant proposals.

Gil’s eclectic approach to a freelance career shows with grant awards for projects that he worked with directly in education, medicine, nanotechnology, energy, agriculture, business, and more. He has also authored over 825 articles for magazines, newspapers, and websites. Aware that Hispanic communities are often unaware or unsure of how to secure federal funds, he also wrote “Cómo conseguir fondos federales,” used as a textbook in two university systems and soon to have its 6th edition.
